Im addition The Homicide Division might as well take over investigations since they do just as well as the N.S.A. on things like this and calling blowing people up homicide rather than terrorism makes other people less concerned about their civil liberties for reason they fear unjust incarceration for democratic political acitivities. Again if given a constitution computer program to protect themselves
and a Tolerance Party and a computer program which could scan the treasury and statistics data base and the poverty data base and automatically allocate required resources to citizens when not done on their requirements this could help.
